India against corruption: How to support Anna Hazare on web?

New Delhi, Aug 19: With his fight to end growing corruption in the country, Gandhian social activist Anna Hazare has became one of the popular figures in the cyber world also. Anna Hazare and Jan Lokpal supporters have started various forums and websites to gather more support to pressurize government to pass a strong Lokpal Bill.

Team Anna supporters and other social activists are now focusing on social networking sites like FacebookTwitter and Google Plus to spread the message of non-violent protest against corruption. Many of the Facebook users have changed their profile image to Anna Hazare or added badges with slogan like "I support Anna" and "India Against Corruption".

The microblogging site Twitter was flooded with Anna Hazare tweets asking the supporters to participate in protest marches organised in various parts of the country. Anna Team member Kiran Bedi is using her Twitter account to spread messages to Jan Lokpal supporters.

Jan Lokpal Bill supporters have started 'India Against Corruption' website to pressurize the government for enacting Jan Lokpal Bill. India Against Corruption movement is an expression of collective anger of people of India against corruption. Users can login to this website to join the protest against corruption.

India Against Corruption has its pages on Facebook and Twitter. The India Against Corruption page on Facebook has more than three lakh thirty thousand plus supporters.

The 'Janlokpal' Twitter page has nearly 50,000 followers and the words like 'annahazare', 'indiaagainstcorruption', 'janlokpal', 'lokpal' were trending on Twitter.

A facebook page for Anna Hazare has clocked more than 301,952 'Likes' and still counting. On this page, supporters are posting details about protest marches happening in various parts of the country. The video sharing website YouTube was also flooded with videos requesting support for Anna and his Gandhian model fight against corruption.

Indian black money abroad: How to bring it back

WHILE serving as Indian High Commissioner to Jamaica (1998-2001) I was concurrently accredited to two tax ‘havens’: the Cayman Islands and the Turk & Caicoos Islands as Commissioner of India. One day Delhi informed me that an Indian politician (named in the communication) was holding illegal money of about Rs 800 crores in a bank in the Cayman and that we should take it up with the Government of Cayman.

Accordingly I took it up with the Chief Secretary of the Cayman Islands and he informed me that even without any bilateral agreement with India his Government would ask banks registered in the Cayman to furnish information sought by India if three conditions were met: (i) subject person is an Indian citizen and he has opened account under investigation by Indian authorities using his Indian nationality; (ii) principle of dual criminality is satisfied in eyes of legal officers of the Cayman Government i.e. subject person has committed a criminal offence in India to acquire the money under question, and, that it is criminal offence in the Cayman Islands too, (iii) prima facie evidence to be furnished by India to the Cayman Islands linking crime to money under investigation. The Government of India could not give specific details so matter did not proceed.

If a person who is taken as an Indian citizen by Indian public and by Indian media but has dual nationality, say, Italian and opens an account in a tax haven using Italian citizenship documents, Indian authorities can never have any access to such an account of that Indian citizen.If a person is a naturalised citizen of India in a name which is different from his/her original foreign name, Indian authorities can not access his/her account held in his/her foreign name.

In other words if taking advantage of the Right of Information Act Indian NGOs or civil society activists could obtain a letter rogatory from a criminal court in India meeting above three conditions they can directly approach the Law department of a tax haven to give full information. It will be more successful fast track. If India ratifies the UN Convention against Corruption (UNCAC) there are good chances to get back the black money stashed by Indian citizens in foreign banks.

The UPA government is trying to mislead Indian people about its sincerity to bring back black money by negotiating and signing Avoidance of double taxation agreements with many countries as such agreements generally cover matters which are civil in nature and prospective in nature.

The difficulty would arise if one ‘shell’ company incorporated in one tax haven ‘A’ by an Indian citizen opens an account in another tax haven jurisdiction ‘B.’ In such cases Indian authorities would not get any information from tax haven B as the shell company is not a juridical person of India but has juridical personality of A.

Money not declared to Indian tax authorities is popularly known as ‘black money’. It is widely known that a vast amount of black money is kept abroad by Indians in foreign banks especially in tax havens. No one knows the correct amount of black money held abroad by Indians.

Baba Ramdeo ji believes it to be about Rs 400 lakh crore. The Global Financial Integrity a NGO projected it to be US $500 billion i.e. about Rs 25 lakh crores. The task force constituted by the BJP relied upon Rs 25 lakh crore figure. GFI says: “From 1948 through 2008 India lost a total of US $ 213 billion in illicit financial flows through tax evasion, corruption, bribery, kickbacks and criminal activities.”

The GFI estimates that about US $ 1.3 trillion black money flows every year from the developing countries to tax havens.

The Swiss bankers inform that in Swiss banks Indians hold not more than US $ 2.5 billion but the BJP task force estimated it to be about $ 250 billion.

Black money abroad is generated through many means both civil as well as criminal activities. Civil acts are tax evasion, over invoicing and under invoicing of bills etc. Criminal acts are bribery and kickbacks, drug trafficking, gun running, prostitution rackets, robbery etc. In India tax evasion, under/over invoicing are not criminal offences. There is linkage between black money and terrorism. It is known that Al Qaeda uses narcotics money to a large extent to finance its jihadi activities.

It is also reported that a major chunk of Indians’ black money abroad is invested in Indian market through NRI/FII routes and Mauritius route.

A tax haven is a state or a country or territory where certain taxes are levied at a very low rate or not at all. Following characteristics are generally taken as indicative of a tax haven , (i) nil or nominal taxes; (ii) lack of effective exchange of tax information with foreign tax authorities; (iii) lack of transparency in the operation of legislative, legal or administrative provisions; (iv) no requirement for a substantive local presence of foreigners holding account or company in that tax haven. There are about 70 tax havens in the world including about 25 in Europe.

There are many tax havens such as Andorra, Anguilla, Antigua, Aruba, Alland Islands, Austria, Bahamas, Bahrain, Barbados, Belize, Belgium, Bermuda, British Virgin Islands, Campione d’Italia, Cayman Islands, Cook Islands, Costa Rica, Cyprus, Djibouti, Dominica, Dubai, Dublin, Gibraltar, Grenada, Guam, Guernsey, Hong Kong, Hungry, Isle of Man, the Channel Islands of Alderney and Sark, Israel, Japan, Jersey, Labuan off-the coast of Malaysia, Lebanon, Liechtenstein, Luxembourg, Macau, Malta and Madeira, Marianas Marshall Islands, Mauritius, Maldives, Micronesia, Montserrat, Monaco, Nauru, Netherlands Antilles, Nevis, Niue, Panama, Philippines, Puerto Rico, Seychelles, Singapore, St Kitts, St Lucia, St Vincent – Grenadines, Switzerland, South Africa, Sao Tome and the Principe, St Pierre et Miquelon, enclave of Melilla, Tahiti, Tangier, Thailand, Tonga, Turks and Caicos, United States – Delaware, Uruguay, Vanuatu and Western Samoa.

Residency of real account holder or real owners of a company in a tax haven is not necessary. For opening and running a company in a tax haven general requirement is to have at least one director who lives in tax haven and generally a local advocate is shown as a local director against a fixed annual salary. It costs about US $ 1500 to 5000 per annum to open a shell company in a tax haven.

India has signed the United Nations Convention against Corruption (UNCAC) but has not yet ratified it. The UNCAC provides for recovery of assets as the fundamental principle of the Convention vide Articles 51-59 of the Chapter V of the UNCAC. Article 54(1)(a) provides: “each state party shall ……take such measures as may be necessary to permit its competent authorities to give effect to an order of confiscation issued by a court of another state party.” Ratification of UNCAC by India would help Indian authorities to seek confiscation of black money in foreign banks pending trial which would help India retrieve black money without leakages.

[Som] IIM-A students organize a candle-light procession in support of Anna Ha...

This post is aimed to showcase duplicity in superficial conduct of IIM Ahmedabad community who organized a candle-light procession in support of Anna – Jan Lokpal.  Once again wannabe Corporate Babudom cared not to miss an important photo-op to be seen on right side of right-wrong divide. After all such opportunities come but infrequently.


Do these young people really care for honesty and accountability? Look here how Chief Vigilance Officer (CVO) of IIM Ahmedabad permitted plunder (HARD cash corruption) of nearly a crore rupees. CVO is loath against recovering loss to the institute. And students would care the least to hold him accountable for plunder from fees chest. Had these LTC scam money (and there are other scams too) been saved, increase in student fees could have been avoided. Would someone believe that the same CVO (on 19/11/2010) also participated in student organized candle light vigil in memory of Manjunath? And that he even took pledge against corruption in the presence of students.

Above is the whistle blower email on electronic noticeboard (ALLNB) of IIM Ahmedabad. Whistleblower on the same noticeboard also claimed absolute NIL response from faculty and students. Silence of elite faculty and students when confronted with corruption in their own backyard speak volume about their inner core value systems, their duplicity, their superficial vigils.


Arm chair intellectuals are always comfortable working with LARGER systems. Larger the better. After all, IIMA is too small and inconvenient a CANVAS for crème de la crème! And then, having made big investments (fees), there are pressing issues like research/academic pursuits, promotions, grades, conferences, placements, awards... Candle light vigils are better means to console and pamper one's conscience. 


In corporate-babudom, successful babus are those who follow the mantra - stay close to the line  dividing good-evil, moral-immoral. Sneak in to evil side to gulp down crumbs with generous helpings of moral preaching's (smokescreen). Sh*t in to brother's account. And immediately hurry back to be seen on right side of right-wrong divide. Rarely does a 'Ramalinga Raju' or 'Rajat Gupta' gets caught with bloody hands.


When a constable pays to get favorable posting, it is but natural that some stack-holder needs to payback. But here the student stack-holder is agnostic and willing to pay higher fees as long as the deal leaves him with ample on field opportunities. Bear it for 2 years. Get the 'seal' of 
approval stamped on your persona (Idiot istyle!) and push-off.


If these candle light vigils are not duplicity and superficial, what they are? QED.

At one point during the eight-day hijacking of Indian Airlines Flight 814, the abductors demanded $200 million from the Indian government. Little did they know that one of the hostages sitting in economy class could have effortlessly written them a check for that amount. Roberto Giori, owner of the Lausanne-based company De La Rue Giori, boarded Flight 814 after a holiday in Katmandu with his companion Cristina Calabresi. De La Rue Giori, which Giori inherited from his father, happens to control 90% of the world's currency-printing business. 

The 50-year-old Giori, who holds dual Swiss and Italian nationality, is one of Switzerland's richest men.When the plane was hijacked over northern India, Giori and other business-class passengers were herded into economy. The scariest moment came three hours later when the pilot tried to land at the airport in Lahore, Pakistan. I thought it was the end, Giori later recalled. The runway was not visible because the lights were off, the plane had no fuel and the pilot even tried to land on a brightly lit road next to the airport.

After the plane landed in Kandahar, southern Afghanistan, where it would remain for seven days, Switzerland sent a special envoy to the airport to deal with the abduction of its currency king, his companion and two other Swiss nationals. It also put pressure on New Delhi to come to a solution that ensured their safe release. Meanwhile, Giori experienced harassment and deprivation along with the rest of the passengers, including irregular rice-and-mutton-curry meals, inadequate drinking water, no tea or coffee, stinking toilets and sudden bursts of temper from the hijackers. On top of that came constant lectures from the hostage-takers on Islam and the Kashmir separatist struggle, piped through the passenger address system. According to Giori, the hijackers told the hostages: As you suffer, think of how our brothers suffer in Indian jails.

After being freed and flown to New Delhi, Giori said: I realized suddenly that these men had no problem killing or getting killed. I am one hundred thousand percent certain they would have fought until the end. They were extremely well-trained and highly motivated. Giori said he was convinced that if India hadn't released militant leader Maulana Masood Azhar, the hijackers would have forced the aircraft to take off and then deliberately crashed it into the hills around Kandahar.

The week-long ordeal had an unexpected impact on the currency tycoon. What I experienced on the plane has changed me forever, said Giori. I don't know what it is: Hinduism, the so-called fatalism of Indians. But the way the passengers stayed so calm throughout, even the children, was exemplary. I told myself, if the plane had been full of Italians or French, it would have been very different.

Here are whistleblower emails on electronic discussion forums of IIM Ahmedabad. For management these were documents "couched in satire". So what? A thought leader would still have picked up the red flag. Messages trace deep malice within faculty dominated administration and resultant frustration within lower ranks.

Above is the communication to Dr. Singhania (Chair, BoG). This message also on electronic notice board of IIMA highlights the predominant faculty mindset at the institute. YES, this indeed is the predominant mindset with exceptions in minority. Faculty members have organized themselves in to a communal force with there being absolute NIL avenues for victim's grievance redressal against faculty abuses. YES, each and every IIMA faculty is a part of this commune. NONE of these bugs would undo deliberate wrongs committed by one amongst them. 


So many of these people are sucked in sleaze and greed. Sulking or relishing actually depends on individual upbringing but silent spectators nonetheless.


Above was the communication that let loose alarmed faculty power-grids basking in arrogance of discretionary powers as "भाग्य विधाता" of lower ranks. These are the Brown Sahibs ("Macaulay's children") of IIM Ahmedabad. Thomas Babington Macaulay (1800-1859) famously defined the term as, "Bhagya Vidhata of laity", "a class of person, Indian in blood and color, but Colonial in taste, opinion, words and intellect". 


Though the whistle blower had delivered signed copy to Director on 01-Jul-2008 for onward dispatch through proper channel to Dr. Singhania, Prof Barua sat on the letter till 25-Jun-2009 (~12 months) when he was FORCED to forward the same on receipt of hearing notice from CIC. DHARMA HIMSA TATHAIVA CHA

Personally, I am no advocate of violence. But violence, too, has its rightful place in life, life does not preclude death. The average Indian has been moulded into a particular national mentality of quixotic tolerance. His attitude is shaped into its distinct pattern by the ideologies and moralities preached in our national literature. And no single work in our classics has gained such a wide influence on our people as the Bhagawad Gita: and in, this century, no other single message had such a universal appeal to our countrymen as the single line, "Ahimsa Paramo Dharmah" -- "Non - Violence is the greatest Dharma."

This line in its over - emphasis, has sapped both initiative and energy in our millions, and, instead of making us all irresistible moral giants, we have been reduced to poltroons and cowards. And banking on this cowardly resignation of the majority, a handful of fanatics have been perpetrating crimes which even the most barbarous cave dwellers would have avenged. To clothe our weaknesses, we attribute to them glorious names and purposefully persuade ourselves to believe that they are brilliant ideologists !

Let us for a moment go to the original sacred verse and investigate the significances of the moral precept: Ahimsa Paramo Dharmah. This is the opening line of a stanza, and the very next line reads: Dharma himsaa tathaiva cha. "So too is all righteous violence." Indeed, non - violence is the supreme policy to be adopted by man to foster enduring peace in the world; but there are certain dire moments in the life of individuals, as of nations, when we will have to meet force with force in order that justice be done.

To every individual his mother, wife and children are the nearest dependents and to guard their honour and life is the unavoidable first moral duty of each head of the family. This is an obligation whether the victim be a member of the majority or of the minority class within a country, province or city.

By the over - emphasis laid on non - violence we have come to witness the pathetic situation of today, when thousands, in cowardly fear take to precipitate flight, leaving their innocent children to be butchered and their unarmed helpless women to be dishonoured or converted or killed. Under the cloak of glorified non - violence, an entire nation of cowards fly from their homes, when a small sect of fanatic barbarians boldly stalk in and out of their open undefended thresholds to kill, to rape, and to loot. When will we learn to fully interpret our Vedas, scriptures and Upanishads. If only we all learn that dharma - himsa is equally noble as ahimsa.

To me it seems that the only solution for the day's internal chaos is to bring home to the people the significance of the much neglected teaching of dharma - himsa. As it is, a misled and over - excited minority in the country has the sole monopoly of violence; and non - violence is a dangerous folly. However ideal a moral precept may be, so long as, in a society, innocent children, helpless women and defenceless old are left to be butchered dishonoured and tortured, while the youth of the land is made to watch impassionately the hellish scene, we are to conclude that either the idea is a dangerous one, or that we have not rightly understood the full meaning of the precept.

Under the present available scheme of chaos in this country, when under the planned instigation of a few power blind, reckless men, a minority community is rendered into a murderous gang of fanatics, it is the duty of the majority to win back the erring thousands. The cure depends upon the disease; the potency of the medicine is decided upon the virulene of the illness. Today when looting, arson and rape are the dharma of a few, it is rank cowardice for the many to suffer the tyranny of the unprovoked violence in meek submission. In the battlefield, when violence is rampant, it is the dharma of everyone to meet that maniacal violence with determined, restrained, violence not only in self - defence but also to convince the aggressive vicious few that 'it rarely pays to be violent.'

Bottomline : I'm sure I will be branded a male chauvinist by many - but if one looks at more and more homes, it requires no genius to argue that there is no equilibrium solution for two full-time careers and one happy family. All that the government's Lokpal bill would do is to create an illusion that it has acceded to the public demand for an independent anti-corruption agency.
The Union Cabinet announced on July 28 that in order to honour the commitment it had given to Anna Hazare and the nation at large, it would table a Lokpal bill during the monsoon session of Parliament beginning on August 1. Though the exact contents of the bill as approved by the Cabinet is not knwn, its basic features as announced by various Ministers show that such a Lokpal as envisaged in the government's bill will not be able to tackle any significant case of corruption and will in fact be a cruel joke on the nation.

Due to extremist’s pressure, Pakistan had been ejecting scores of CIA agents after Raymond Davis episode and Osama bin Laden ‘murder’. US agents were operating in Pakistan in disguise or under diplomatic immunity.  US needed to respond in kind. There could hardly be an alternative explanation for timing of FBI expose on FAI.

Even as Prime Minister Manmohan Singh has in the past denied any knowledge of the 2G spectrum allocation scam allegedly carried out by former telecom minister A. Raja, file notings by his principal secretary contradict his stand.

"Who got the licences... how first-come-first-served was implemented... this was never discussed with me nor was it brought to the Cabinet. This was exclusively telecom minister's decision," the prime minister had said earlier this year denying any knowledge of the 2G scam.

However revelations emerging out of file notings mentioned in Murli Manohar Joshi-headed Parliament's Public Account Committee (PAC) report contest the prime minister's stand. The notings by his principal secretary T.K.A. Nair indicate that the prime minister's office (PMO), while being aware of Raja's actions, chose to look the other way.

Former telecom minister Arun Shourie told Headlines Today: "The notings on the files show that the PM was fully aware. Even after the day on which licenses were given."

The terrorist blast in Mumbai on July 13, 2011, requires decisive soul-searching by the Hindus of India. Hindus cannot accept to be killed in this halal fashion, continuously bleeding every day till the nation finally collapses. Terrorism I define here as the illegal use of force to overawe the civilian population to make it do or not do an act against its will and well-being.

Islamic terrorism is India’s number one problem of national security. About this there will be no doubt after 2012. By that year, I expect a Taliban takeover in Pakistan and the Americans to flee Afghanistan. Then, Islam will confront Hinduism to “complete unfinished business”. Already the successor to Osama bin Laden as al-Qaeda leader has declared that India is the priority target for that terrorist organisation and not the USA.

Fanatic Muslims consider Hindu-dominated India “an unfinished chapter of Islamic conquests”. All other countries conquered by Islam 100% converted to Islam within two decades of the Islamic invasion. Undivided India in 1947 was 75% Hindu even after 800 years of brutal Islamic rule. That is jarring for the fanatics.

In one sense, I do not blame the Muslim fanatics for targeting Hindus. I blame Hindus who have taken their individuality permitted in Sanatan Dharma to the extreme. Millions of Hindus can assemble without state patronage for the Kumbh Mela, completely self-organised, but they all leave for home oblivious of the targeting of Hindus in Kashmir, Mau, Melvisharam and Malappuram and do not lift their little finger to help organise Hindus. If half the Hindus voted together, rising above caste and language, a genuine Hindu party would have a two-thirds majority in Parliament and the assemblies.

The first lesson to be learnt from the recent history of Islamic terrorism against India and for tackling terrorism in India is that the Hindu is the target and that Muslims of India are being programmed by a slow reactive process to become radical and thus slide into suicide against Hindus. It is to undermine the Hindu psyche and create the fear of civil war that terror attacks are organised.

Hindus must collectively respond as Hindus against the terrorist and not feel individually isolated or, worse, be complacent because he or she is not personally affected. If one Hindu dies merely because he or she was a Hindu, then a bit of every Hindu also dies. This is an essential mental attitude, a necessary part of a virat (committed) Hindu.

We need a collective mindset as Hindus to stand against the Islamic terrorist. The Muslims of India can join us if they genuinely feel for the Hindu. That they do I will not believe unless they acknowledge with pride that though they may be Muslims, their ancestors were Hindus. If any Muslim acknowledges his or her Hindu legacy, then we Hindus can accept him or her as a part of the Brihad Hindu Samaj (greater Hindu society) which is Hindustan. India that is Bharat that is Hindustan is a nation of Hindus and others whose ancestors were Hindus. Others, who refuse to acknowledge this, or those foreigners who become Indian citizens by registration, can remain in India but should not have voting rights (which means they cannot be elected representatives).

Any policy to combat terrorism must begin with requiring each and every Hindu becoming a virat Hindu. For this, one must have a Hindu mindset that recognises that there is vyaktigat charitra (personal character) and rashtriya charitra (national character). For example, Manmohan Singh has high personal character, but by being a rubber stamp of a semi-literate Sonia Gandhi and waffling on all national issues, he has proved that he has no rashtriya charitra.

The second lesson for combating terrorism is that we must never capitulate or concede any demand, as we did in 1989 (freeing five terrorists in exchange for Mufti Mohammed Sayeed’s daughter Rubaiya) and in 1999, freeing three terrorists after the hijack of Indian Airlines flight IC-814.

The third lesson is that whatever and however small the terrorist incident, the nation must retaliate massively. For example, when the Ayodhya temple was sought to be attacked, we should have retaliated by re-building the Ram temple at the site.

According to bleeding heart liberals, terrorists are born or bred because of illiteracy, poverty, oppression, and discrimination. They argue that instead of eliminating them, the root cause of these four disabilities in society should be removed. This is rubbish. Osama bin laden was a billionaire. In the failed Times Square episode, failed terrorist Shahzad was from a highly placed family in Pakistan and had an MBA from a reputed US university.

It is also a ridiculous idea that terrorists cannot be deterred because they are irrational and willing to die. Terrorist masterminds have political goals and a method in their madness. An effective strategy to deter terrorism is to defeat those political goals and to rubbish them by counter-terrorist action.Thus, I advocate the following strategy to negate the political goals of Islamic terrorism in India.

Goal 1: Overawe India on Kashmir.
Strategy: Remove Article 370 and resettle ex-servicemen in the valley. Create Panun Kashmir for the Hindu Pandit community. Look for or create an opportunity to take over PoK. If Pakistan continues to back terrorists, assist the Baluchis and Sindhis to get their independence.

Goal 2: Blast temples, kill Hindu devotees.
Strategy: Remove the masjid in Kashi Vishwanath temple and the 300 masjids at other temple sites.

Goal 3: Turn India into Darul Islam.
Strategy: Implement the uniform civil code, make learning of Sanskrit and singing of Vande Mataram mandatory, and declare India a Hindu Rashtra in which non-Hindus can vote only if they proudly acknowledge that their ancestors were Hindus. Rename India Hindustan as a nation of Hindus and those whose ancestors were Hindus.

Goal 4: Change India’s demography by illegal immigration, conversion, and refusal to adopt family planning.
Strategy: Enact a national law prohibiting conversion from Hinduism to any other religion. Re-conversion will not be banned. Declare that caste is not based on birth but on code or discipline. Welcome non-Hindus to re-convert to the caste of their choice provided they adhere to the code of discipline. Annex land from Bangladesh in proportion to the illegal migrants from that country staying in India. At present, the northern third from Sylhet to Khulna can be annexed to re-settle illegal migrants.

Goal 5: Denigrate Hinduism through vulgar writings and preaching in mosques, madrassas, and churches to create loss of self-respect amongst Hindus and make them fit for capitulation.
Strategy: Propagate the development of a Hindu mindset.

India can solve its terrorist problem within five years by such a deterrent strategy, but for that we have to learn the four lessons outlined above, and have a Hindu mindset to take bold, risky, and hard decisions to defend the nation. If the Jews could be transformed from lambs walking meekly to the gas chambers to fiery lions in just 10 years, it should not be difficult for Hindus in much better circumstances (after all we are 83% of India), to do so in five years.

Guru Gobind Singh showed us how just five fearless persons under spiritual guidance can transform a society. Even if half the Hindu voters are persuaded to collectively vote as Hindus, and for a party sincerely committed to a Hindu agenda, then we can forge an instrument for change. And that is the bottom line in the strategy to deter terrorism in a democratic Hindustan at this moment of truth.
